Job Description:
We are seeking a results-driven, visionary, and highly
experienced Enterprise Architect (EA) to serve in a full-time
contract capacity, supporting Loudoun County's Department of
Information Technology (DIT). This critical role will provide
strategic leadership and architectural oversight to ensure that
Loudoun County’s technology portfolio is not only modern and secure
but also cohesive, forward-looking, and fully aligned with the
County’s long-term operational and service delivery goals. The
Enterprise Architect will play a pivotal role in guiding
enterprise-wide IT decisions that support digital transformation,
reduce technical debt, promote interoperability, and improve
overall IT governance. The ideal candidate will serve as a trusted
advisor to senior leadership, ensuring that architecture decisions
align with both the County’s mission and evolving technology
trends, such as cloud adoption, AI integration, platform
modernization, and cybersecurity resilience. Reporting directly to
the Chief Information Officer (CIO), the Enterprise Architect will
lead and facilitate LoGIC (Loudoun Governance for IT Change)—a
high-impact, enterprise-level IT governance board. LoGIC is
responsible for the evaluation, prioritization, and approval of
major IT initiatives, system upgrades, and technology acquisitions
across the County. This includes ensuring that all IT changes and
investments are strategically aligned, secure, cost-effective, and
technically sound. The LoGIC board is a cross-functional,
multidisciplinary body with representation from the County’s most
critical IT domains, including: Project Management Office (PMO) –
driving project intake, timelines, and governance Enterprise
Applications and Platforms – managing core business systems and
modernization efforts Infrastructure and Hosting – overseeing cloud
strategies, servers, and foundational IT systems Networking and
Connectivity – ensuring resilient, scalable, and secure
communication pathways Cybersecurity and Risk Management –
protecting systems, data, and infrastructure from evolving threats
Change Management and Organizational Readiness – supporting user
adoption, training, and change impacts The successful candidate
will possess a strong understanding of the interdependencies
between these domains and have a proven track record of leading
architectural and governance efforts that span across multiple
technical and operational areas. Key Responsibilities Chair the
LoGIC Board and guide enterprise IT governance and prioritization
Lead the Loudoun Governance for IT Change (LoGIC) board as its
chairperson, facilitating structured review and prioritization of
IT initiatives and change requests. Establish clear governance
criteria and ensure all proposals are evaluated through a
strategic, technical, and risk-based lens. Promote transparency,
alignment, and cross-departmental collaboration in decision-making,
ensuring that all IT initiatives support County objectives and
follow architectural standards. Align business objectives with IT
investments and architecture decisions Work closely with
departmental leaders, service owners, and executive stakeholders to
understand long-term business goals, operational challenges, and
future growth areas. Translate these insights into technology
architecture plans that enable effective service delivery,
data-driven decision-making, and scalable infrastructure. Help
ensure that all major IT investments directly support business
outcomes and adhere to enterprise architecture principles. Develop
and maintain enterprise-level architecture documentation Create and
regularly update a suite of architectural artifacts to provide a
clear and accurate view of the County’s current and future IT
landscape. This includes business capability maps, system
integration diagrams, enterprise data models, technical reference
models, and technology standards. Maintain a centralized
architecture repository (e.g., LeanIX) to ensure enterprise
visibility and facilitate informed decision-making across teams and
projects. Guide cross-domain modernization efforts, including cloud
migration, platform consolidation, and legacy system retirement
Serve as the architectural lead for major modernization initiatives
that span applications, infrastructure, data, and security.
Evaluate existing systems and platforms for technical debt,
interoperability gaps, and security risks. Define roadmaps for
modernization, including strategic cloud adoption, the replacement
or consolidation of legacy systems, and the implementation of
modular, scalable platforms that support future service evolution.
Collaborate with Solution Architects, PMO, infrastructure and
application teams, and senior stakeholders to ensure alignment and
compliance Act as a strategic connector across all technology teams
and departments. Ensure that project designs, system
implementations, and vendor solutions align with enterprise
architecture, cybersecurity policies, regulatory requirements, and
operational standards. Support the PMO by embedding architecture
checkpoints in the project lifecycle and providing input on project
scope, timelines, and dependencies. Support technical
documentation, mentoring, and stakeholder engagement across
departments Provide architectural guidance and mentoring to junior
architects, analysts, and technical staff. Assist in the
development of clear, actionable documentation and handoffs that
support ongoing project success and operational continuity. Engage
regularly with business and technical stakeholders to promote
architecture awareness, ensure shared understanding of standards,
and foster a culture of innovation, accountability, and strategic
alignment. Required Experience 7 years in IT with at least 3 years
in enterprise or solution architecture roles. Proven expertise
across the following domains: Project Management & Governance (PMO)
Enterprise Applications & Integration Infrastructure & Cloud
Architecture Network Design & Operations Information Security &
Compliance Change Management & Organizational Readiness Strong
knowledge of enterprise architecture frameworks (e.g., TOGAF,
FEAF). Skilled in producing EA artifacts, technical documentation,
and executive briefings. Preferred Qualifications Experience
supporting large government or public-sector IT environments.
Certifications such as TOGAF, PMP, AWS/Azure Architect, or CISSP.
Familiarity with EA platforms like LeanIX, ArchiMate, or
equivalent. Understanding of compliance standards such as NIST,
HIPAA, and CJIS.
