Job Description:

Requirements Analyst with an understanding of the Capital Planning and Investment Control (CPIC) and IT Budgeting Process in support of a Federal IT System for managing OMB 300 and E-53 Forms. The position is based in Washington DC. Roles and responsibilities include but not limited to:

- Have an understanding of the review and management processes used by Federal Agencies for IT Investment Management through the CPIC process (i.e. Pre-Select, Select, Control, and Evaluate).

- Develop Systems and Functional Requirements specifications for an IT System that supports and implements the CPIC (OMB-300 and E-53) submissions process

- Understand and support the various documents that are required for CPIC reviews including Quarterly and Annual reports and to help translate those into system requirements

- Have an understanding of and be able to support requirements for the CPIC integration with Enterprise Architecture and SDLC processes

- Supports IT Investment managers in collecting IT performance data and budget estimates

- Identify data/system requirements for entering budget data to Agency CPIC tool and OMB Max database

Required Experience:

- IT Systems Requirements and Design

- Strong experience with OMB Circular A-11

- Understanding of CPIC and IT Portfolio Management

- Knowledge of OMB Max Database preferred

- Experience with CPIC tool (i.e. eCPIC) preferred
