Title: Director of Data Analytics and InsightsDepartment:
DataReports to: Chief Program OfficerFLSA Status: ExemptSummary of
Position:The Director of Data Analytics and Insights serves as a
vital member of the Shelter House Leadership Team, overseeing all
aspects of programmatic data management and analysis. This role is
responsible for ensuring high-quality data collection, program
evaluation, impact analysis, and the effective communication of
insights derived from both quantitative and qualitative data. These
efforts directly support the success and improvement of Shelter
House's programs and services.Leading the Data Program Team,
including 2.5 Data Quality Specialists, the Director ensures
compliance with HMIS Data Standards, Continuum of Care (CoC) data
initiatives in Fairfax and Loudoun Counties, and data-related
requirements under the Violence Against Women Act. The team is
expected to stay current on best practices and evolving standards
that impact data collection and reporting. Using demographic,
qualitative, and program data, the Director produces high-level
reports and insights to inform organizational leadership, funders,
and community partners. These insights help advance racial equity,
support trend analysis, guide program development, and enhance
grant reporting and strategic planning.This position is essential
to the agency's commitment to maintaining a data literate, data
forward culture.Essential Duties and Responsibilities:
- Collaborate with program staff to develop and utilize databases
and tracking systems, aggregating and analyzing data to create
visualizations that inform program performance, participant impact,
and strategic decisions.
- Lead Shelter House's Data Program to enhance data insight and
promote data-driven decision-making.
- Cultivate data literacy across the organization to empower
staff to engage with qualitative and quantitative data, fostering
curiosity, insight, and program advancement.
- Partner with the Chief Program Officer and senior leadership to
develop and implement strategies for sharing data analysis and
insights that support program evaluation and improvement.
- Oversee 2.5 Data Quality Specialists responsible for accurate
data collection, training, technical support, regular data
cleaning, report submission, and outcome analysis.
- Prepare and facilitate quarterly data outcome and evaluation
meetings to share insights and support program enhancement.
- Design, implement, and manage a centralized agency dashboard
displaying real-time key performance indicators (KPIs) and
operational metrics.
- Identify appropriate research methods-such as surveys,
interviews, and focus groups-to perform exploratory and impact
analyses focused on program quality, processes, outcomes, and
costs, and communicate results.
- Ensure data confidentiality and security protocols are
integrated into data management, storage, and evaluation
activities.
- Compile and submit monthly, quarterly, and annual reports in
compliance with grant requirements, ensuring accuracy and timely
delivery.
- Prepare progress reports, presentations, and communications for
internal and external audiences.
- Collaborate with programs on quality assurance to identify
needed improvements and upgrade data entry and collection
processes.
- Develop, maintain, and update data tracking tools and ensure
staff are trained to use them effectively.
- Ensure Data Quality Specialists conduct regular HMIS/VAdata
training, provide technical support, and report on frequent data
errors or missing information.
- Serve as liaison between CoC and VAData HMIS staff and Shelter
House programs to communicate federal data standard changes,
policies, and best practices.
- Maintain up-to-date knowledge of HMIS data standards and
funder-driven data points, providing technical training and support
for new initiatives or changes.
- Actively serve as a Fairfax County HMIS Super User,
participating in meetings, training, and committees, and engage
with Loudoun County HMIS staff to ensure system functionality.
- Provide regular reports and insights on program outcomes and
client demographics to promote racial equity, trend analysis,
program development, and inform grant and impact reports.
- Deliver high-level data, reports, and evaluation findings to
internal and external stakeholders and support development of
publications and presentations on program impact.
- Proficiently use Microsoft applications (Outlook, Excel,
OneDrive, etc.) for daily work.
- Participate in and present at staff meetings and trainings as
directed by the Chief Program Officer
- Perform other Duties as assigned.Qualifications:Required:
- A bachelor's degree in human services/related field or
commensurate experience
- Proficient in Excel
- 3+ years of Data analysis experience
- Familiarity and proficiency with social service and/or health
data systems, particularly those with federal requirements.
- Strong public speaking, written, and oral communication skills
- Ability to prioritize competing priorities and make sound
judgements
- Ability to complete tasks while navigating frequent
interruptions
- Detail oriented, strong analytical and time management skills
- Valid Driver's License and reliable transportation
- Willingness to work evenings and weekends when neededPreferred:
- A master's degree in human services / related field
- Skill with relational database systems, reporting tools (SQL,
Tableau and/or PowerBI) and statistical software; and the ability
to write queries and stored procedures. Experience utilizing HMIS
(Homeless Services Management System) and familiarity with HMIS
data standards and performance measures. Familiarity of Google
Suites, particularly Google Sheets, as well as Excel and to develop
expertise.
