biomedical sciences in cancer and AIDS, drug development and
first-in-human clinical trials, applications of nanotechnology in
medicine, and rapid response to emerging threats of infectious

Integrity and Versatility; it's the FNL way. PROGRAM DESCRIPTION
The Contracts and Acquisitions (C&A) Directorate provides
contract management, purchasing, subcontracting, receiving,
warehousing, distribution, and transportation services in support
of the Frederick National Laboratory for Cancer Research (FNLCR)
operations, including NCI-Bethesda, the National Institute of
Allergy and Infectious Diseases (NIAID), and other institutes.
Specifically, the Construction Subcontracting Department provides
pre- and post-award acquisition and administration for construction
services related projects at FNLCR through execution of agreements
with third parties and often commercial companies. We are currently
seeking a Subcontract Administrator to join the Construction team
at our Frederick, MD location. KEY ROLES/RESPONSIBILITIES
Responsible for cradle-to-grave subcontract administration, from
solicitation planning through closeout, including solicitation
development, source selection, cost/price analysis, negotiation,
administration, and interfacing with offerors and subcontractors
while maintaining the integrity of the process for assigned
projects. Develop subcontract solicitations and RFP packages,
including review of statements of work, specifications, and funding
documentation for completeness; negotiate terms and conditions for
Construction, Architectural and Engineering services, Real Property
Leases, and Utilities using multiple contract types, including but
not limited toFixed Price, Fixed Price with Economic price
adjustment , Requirements, and Indefinite Quantity-Definite
Quantity with associated Task Orders. Provide advice and guidance
to the Project Team, including customers, project managers, and
engineering personnel, regarding contractual and sub-contractual
matters; participate in meetings, prepare reports, and maintain
electronic and paper documentation. Participate in and provide
guidance during contract negotiations, ensuring applicable
considerations are incorporated into contracts in accordance with
government regulations and corporate policy. Examine contract
documents prior to approval to ensure all terms align with
agreed-upon conditions; prepare contract summaries for distribution
to company personnel. Train requirement contract users on the
processes and procedures for use and perform periodic compliance
audits of user’s requirement contract release files. Prepare
justifications, notifications, and requests for government
approvals as required under the prime contract. Enter all
solicitation, RFP, and contract information into subcontract
management and accounting systems. Update and maintain internal
reports and databases as required. BASIC QUALIFICATIONS To be
considered for this position, you must minimally meet the
knowledge, skills, and abilities listed below: Bachelor’s degree
from an accredited college or university recognized by the Council
for Higher Education Accreditation; four (4) years of relevant
experience may be substituted in lieu of a degree. Foreign degrees
must be evaluated for U.S. equivalency. Strong negotiation skills
and the ability to apply them effectively to complete tasks. Basic
knowledge of the Federal Acquisition Regulation (FAR) and other
government regulations, policies, and procedures, and the ability
to apply them in fulfilling responsibilities. Ability to gather and
summarize data, prepare reports, arrange meetings, and schedule
work. Ability to independently prioritize and complete multiple
tasks/projects on time. Ability to manage a variety of subcontract
types while interfacing with internal customers, functional support
staff, and suppliers. Strong attention to detail and
problem-solving skills, with excellent time management and
prioritization abilities. Ability to remain focused, team-oriented,
analytical, organized, detail-oriented, and self-motivated; ability
to multitask is essential. Demonstrated ability to collaborate
effectively in a team environment, engaging professionally with
staff and leadership at all levels, and leveraging strong written
and verbal communication skills to address and resolve issues.
Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and
other workstation tools, including word processing, spreadsheets,
and analytical techniques. Ability to travel as needed for business
purposes. Ability to obtain and maintain a security clearance.
PREFERRED QUALIFICATIONS Candidates with these desired skills will
be given preferential consideration: Experience in contracts
administration or procurement. Knowledge of and ability to use an
ERP accounting system at an intermediate level. Knowledge of and
ability to use SharePoint at an intermediate level. Commitment to

posted pay range for this job is a general guideline and not a
