Job Description Job Description POSITION OVERVIEW The Director
of Project Management is responsible for planning, executing, and
delivering successful Capital Expenditure (CAPEX) projects and
Member-Owner renovation oversight. This role manages the full
project lifecycle—including concept development, design
coordination, procurement, budgeting, construction, commissioning,
and closeout—to ensure projects are delivered on time, within
scope, at or below budget, and in full compliance with all
applicable laws and regulatory requirements. The Director of
Project Management partners closely with internal stakeholders,
external contractors, and executive leadership to align project
objectives with organizational strategy and operational goals. KEY
RESPONSIBILITIES • Manage the full lifecycle of CAPEX projects,
ensuring adherence to schedule, cost, quality, safety, and
regulatory requirements • Supervise and oversee all Member-Owner
apartment renovation projects to ensure compliance with Westchester
rules, building regulations, permitting requirements, licensure
standards, and applicable local laws • Coordinate internal teams
(engineering, operations, finance, procurement, security, etc.) and
manage external partners including architects, engineers,
consultants, and contractors • Define project delivery strategies,
contracting methods, execution plans, and quality expectations •
Oversee procurement activities, bid evaluations, contract
negotiations, and vendor performance management • Develop and
control project budgets, forecasts, cost reports, and change
management processes • Conduct ongoing risk analysis and implement
proactive mitigation strategies • Ensure all financial
documentation is accurate, timely, and compliant with corporate
standards • Ensure full compliance with all applicable building
codes, environmental regulations, safety standards, and
organizational policies • Oversee inspections, testing,
commissioning, and formal turnover processes • Maintain rigorous
documentation and reporting throughout all phases of each project •
Serve as the primary point of contact for all project stakeholders,
including Member-Owners undergoing apartment renovations,
contractors, management, and the Board, ensuring all renovation
activities comply with Westchester rules, building regulations,
permitting requirements, licensure standards, and applicable local
laws • Deliver regular updates on project status, risks,
milestones, and financial performance to leadership and the Board
of Directors • Facilitate cross-functional collaboration and
resolve issues that may impact project timelines, quality, or
budget • Verify completion of installation, testing, inspection,
and commissioning activities • Manage project handover to
operations, including training, documentation, and final acceptance
• Conduct post-project reviews to capture lessons learned and
continuous improvement opportunities • Perform other duties and
special projects as assigned QUALIFICATIONS • Bachelor’s degree in
Engineering, Construction Management, Business, or related field;
or 10 years of relevant experience in lieu of a degree • Minimum 5
years of progressive experience managing complex capital projects •
Demonstrated expertise in budgeting, scheduling, risk mitigation,
and contract administration • Strong knowledge of construction
methods, engineering processes, and project delivery models •
Excellent communication, leadership, negotiation, and
stakeholder-management skills • Proficiency in project management
tools (MS Project, Primavera P6, or similar) • PMP, PE, or
comparable certifications preferred • Familiarity with industrial
safety standards, building codes, and regulatory compliance
requirements PHYSICAL REQUIREMENTS • Ability to stand, walk, stoop,
bend, push, pull, and reach frequently • Ability to lift and carry
up to 65 lbs • Comfortable working in confined spaces and around
water, chemicals, sewage, and other hazards Company Description
